PM Modi Greenlights ₹10,000 Cr Infra Push for Bihar: River Link and Highway Projects Ahead of Polls

▴ Bihar’s all-round development
The Union Cabinet approved two major projects worth ₹10,000 crore for Bihar—a Kosi-Mechi river link and a new Patna–Arrah–Sasaram highway—to boost irrigation, connectivity, and economic growth. PM Modi called it a major step toward Bihar’s all-round development.

New Delhi, May 24 — In a strong pre-poll infrastructure boost to Bihar, the Union Cabinet on Friday cleared two mega projects worth nearly ₹10,000 crore, aimed at transforming the state’s water management and road connectivity. The announcement was made by Union Minister Ashwini Vaishnaw, with Prime Minister Narendra Modi reaffirming the government’s commitment to Bihar’s development.

  Project 1: Kosi–Mechi Intra-State River Linking Project

  • Total Cost: ₹6,282 crore
  • Central Government Support: ₹3,652.6 crore
  • Expected Completion: By March 2029
  • Project Type: Intra-State River Link — a rare and complex water infrastructure initiative

 Key Features & Benefits:

  • Connects: Kosi River (originating in Nepal) with Mechi River (tributary of Mahananda)
  • Irrigation Support: Will provide water access to thousands of hectares of farmland in northern Bihar.
  • Flood Control: Helps divert excess water during monsoons, potentially reducing flood risks in the Kosi belt.
  • Agricultural Boost: Expected to increase farmer productivity and reduce dependence on erratic rainfall.

 Strategic Importance:

  • First such intra-state river interlinking in Bihar.
  • Supports PM Modi’s larger vision of “Har Khet Ko Paani” under the Pradhan Mantri Krishi Sinchai Yojana.

 Project 2: Patna–Arrah–Sasaram 4-Lane Greenfield Highway

  • Project Nature: Access-Controlled Expressway with greenfield and brownfield components
  • Cost Estimate: Part of the broader ₹10,000 crore package (exact highway budget not individually broken down)

 Key Features & Benefits:

  • Connectivity: Links Patna (state capital), Arrah (Bhojpur), and Sasaram (Rohtas) via a fast, high-capacity highway.
  • Decongestion: Alleviates traffic load from existing NH-30 and NH-19 routes.
  • Economic Uplift: Facilitates freight movement, regional trade, and encourages industrial growth along the corridor.
  • Travel Time Cut: Travel between Patna and Sasaram expected to reduce by 40–50%.

 Statements from the Leadership

  • Ashwini Vaishnaw (I&B and Railways Minister):

"These projects will greatly accelerate infrastructure development in Bihar. We expect completion within 3–4 years."

  • Prime Minister Narendra Modi on X (formerly Twitter):

“We are committed to the all-round development of Bihar. These projects will benefit farmers and enhance economic activity.”

  • On River Link:

“It will provide irrigation water for a large area and improve farmers’ incomes.”

  • On Highway Project:

“This is great news for the people of Bihar. It will encourage growth and reduce traffic congestion.”

Political Significance: Bihar Goes to Polls

  • Bihar is heading into Lok Sabha elections in 2025 and these projects are seen as part of the government’s development narrative.
  • The strategic timing and focus on infrastructure and farmers indicate strong political messaging aimed at rural and urban voters alike.
