  • The Bihar Government has officially announced the adoption of the Hybrid Annuity Model (HAM) for the development of large-scale road infrastructure projects.
  • This strategic decision is aimed at enhancing highway connectivity, improving rural access, and enabling sustainable infrastructure development across the state.

🏗️ 2. What is the Hybrid Annuity Model (HAM)?

  • HAM is a Public-Private Partnership (PPP) model blending features of:
    • EPC (Engineering, Procurement, and Construction) – where the government bears the entire cost.
    • BOT (Build-Operate-Transfer) – where the private entity bears the risk.
  • Under HAM:
    • 40% of the project cost is paid by the government during construction.
    • 60% is paid as annual annuities to the developer over 15–20 years, along with interest and maintenance.

💼 3. Why Bihar Chose HAM:

  • Ensures faster project execution without putting full financial pressure on the state exchequer.
  • Encourages private sector investment by reducing risk and offering predictable returns.
  • Helps avoid delays caused by land acquisition and upfront funding issues.

  • Initial projects to be executed under HAM include:
    • Patna–Gaya Express Corridor
    • Muzaffarpur–Sitamarhi–Darbhanga High-Speed Road
    • Arrah–Buxar Four-Lane Highway
    • Bypasses in Bhagalpur, Purnia, and Sasaram
  • Focus on regions with economic potential, heavy congestion, or disaster vulnerability (like flood zones).

🤝 5. Private Sector Engagement:

  • National-level infrastructure developers and regional contractors will be invited to bid through a transparent tender process.
  • Selection based on:
    • Technical expertise
    • Financial strength
    • Track record in highway projects
  • Special focus on quality construction and timely completion.

  • Improved connectivity between rural and urban areas, especially in underdeveloped districts.
  • Boosts commerce, tourism, and agriculture, reducing travel time and logistics cost.
